Update on Stress Event Testing Programme to highlight changes to backing data for Capacity Providers

EMRS would like to highlight changes to backing data for Capacity Providers, which supports the Stress Event Testing Programme for 2020. The changes being progressed are as followings:

• Update backing data to provide increase transparency specifically for Stress Event in both data flow D0366 – CM Capacity Provider Invoice Backing Data and CSV format backing data.
• Create and implement new Stress Event specific backing data for the following:
  • CM Stress Event Position
  • CM Capacity Agreement Termination

The data flow changes are being progressed with the Retail Energy Code Company (RECCo) and Ofgem, ahead of the proposed implementation in November 2021.

Why and what is changing for Capacity Providers?

From the Mock Stress Event which took place in 2018, an opportunity was identified to increase the transparency for Capacity Providers through improvements to the backing data. ESC and EMRS have progressed this to help support the information Capacity Providers receive following a Stress Event.

The two new Stress Event specific backing data, CM Stress Event Position and CM Capacity Agreement Termination will be in the CSV format only. The aim of the new backing data is to separate the current Stress Event reporting from the existing backing data, to make it stand-alone. This will enhance the breadth of data provided if a Stress Event occurred and streamline the existing reporting provided.
